Exceed Learning Partnership announce the appointment of Pat Hagan MBE DL as Chair of Directors

04 September 2025

Exceed Learning Partnership proudly announces the appointment of Pat Hagan MBE DL as Chair of Directors.

This appointment is effective following the conclusion of the previous Chair’s term. We would like to extend our heartfelt thanks to John Blount and Carol Ann Swift as they step down from their roles as Chair and Vice Chair of Directors at Exceed Learning Partnership. Their unwavering dedication, leadership, and commitment have been instrumental in shaping the Trust’s vision and success. We are incredibly grateful for the impact they have made and the legacy they leave behind.

Retiring from City of Doncaster Council, Pat has had a wide and varied career leading and delivering services involving, amongst other things, neighbourhood and community regeneration, reducing social exclusion, homelessness, community safety, disaster recovery and response. His track record demonstrates a passion for working with individuals and communities to design and deliver approaches to ensure best outcomes are achieved.

He was recognised for his work in 2008 by being made an MBE for services to local government and the community and was recently appointed as a Deputy Lieutenant of South Yorkshire. Alongside his role at Exceed, Pat is also Chair of Trustees at Active Fusion and President of Doncaster Referees’ Society.

As well as appointing a new Chair, we also welcome Melissa Flett and Rob Carpenter as Co-Vice Chairs of Directors. Melissa has a wealth of over 20 years’ experience in generalist HR with wide-ranging expertise across payroll, pensions, employee relations, policy development, wellbeing, and union negotiation. Rob is the CEO of the Inspire Partnership, a family of 10 schools across Croydon, Greenwich and Medway. He is the author of ‘A Manifesto for Excellence in Schools’ and was recently appointed as a RISE Advisor for the Department for Education.

Their combined expertise in education, leadership and human resources will bring significant strength to the Board, ensuring strong support for the Chair and playing an important role in guiding Exceed Learning Partnership’s strategic direction and commitment to excellence across all our academies.
